What do you make of the ‘Proceed on leave’ culture?
May 19, 2009
In Ghana’s recent Political history, some high peforming public officials have been asked by new Political administrations to proceed on leave and make way for replacements who are thought of as more friendly to the administration.
While some have argued that among other things, this culture of ‘proceed on leave” is needed to inject fresh blood into government business, others have also argued that it is a convention inherent in democracy needed to provide new admnistrations with loyal hands with which they can work.
Citics however say we need to desist from this culture, if we intend to continue attracting Highly skilled professionals into public service. They also argue that this culture depletes the country of institutional knowledge held by dismissed public officials.
Is this a culture that should necessarily be synonymous with democracy or do we need to move away from it?

Got something to say?

Kojo, this is very pathetic. We can’t always be repeating the mistakes of the past. The PNDC/NDC had ruled close to 20years, most Ghanaians needed change from the long serving Ekwow Spios, Kwame Peprahs, and the others. So, it happened that way. Now the NDC thinks it’s a fashion to do same. Meanwhile, there are well abled men who could still do better and contribute to the building of our mother Ghana. It’s very embarrasing to be given such icy treat. We should just condemn it, withot taking sides.
our young democracy cannot torirate appointment of political opponent in key areas, this shouldnt be a problem to discuss, perhaps the best solutions is that such appointment should end with the regime of the president regardless of the time frame.
An incompetent loyalist they say is better than a competent opponent
In Ghana being told to proceed on leave is a nice way of saying “u’re FIRED’. this is not a good practice and should be stop. if the individual is suspected of corruption or “causing Financial loss to the State” then the person should be taken through due process and not told to proceed on leave. simple it should be STOPPED.
Although President Mills said during the campaign that he will prosecute government officials who embezzle state funds if voted in power,l think the C.J.A .,should exercise patient and the president time to study reports submitted to by his transitional team because his at the same doing other equally important things that will benefit the nation well like the appointment of to government boards.
Uncle Kwesi, you and charges should not worry because action will be taken against former ministers who have misused monies that belong to the state.
Kojo,i think that in as much as these people come with the politicians the must go with them when the politician term of office ends, the can be not trusted.

I think that it doesnt matter which political party the one belongs to, there is something we call wloves in sheepskin how about that???????????? your own party that you require loyalty from can be informants.
Good morning.
we do we make so much fuss over this proceed on leave issue?
we should not forget that loyalty is a very important aspect of corporate business, You cant employ someone who doesn’t share ur ideology and beliefs, There is no way i a Marxist will employ a capitalist to work in my firm. it wont work , these are are two distinct ideologies, sp please lets not harras this government over this issue, LOYALTY IS NEEDED IN DEVELOPMENTAL AGENDA
i think its about time we move away from such act that undermine our development and progress because if i happen to be in a public office which i have run for a year or two and i happen to identify certain issues that need to be addressed and as a result initiated moves to address this and all of a sudden there is a change in government and i am asked to leave office, the question now is, will my successor take these issues as a priority as i have instead of being a politician in that office as that is what brought him to office.
To be in charge of a government demands that you have people who are loyal to you at all important places such as state organisations like SSNIT.
Let us also understand that there were people in the positions of these people who are complaining today who were asked to go on leave and these people were appointed to replace them.
For this to stop, we should advertise the position in the right way and the board then appoints the most qualified condidate for a given period. This way, no politician can and tell any body to go home.
i think the culture of ‘proceed on leave’ retires the progress of the nation and also creates divisions among citizens.
the dismissed person will always harbour within him anymosity of the administration that dismissed him. he will forever curse the administration and his children and childrens’ children will forever remain enemies of such an administration.
this i believe will not help the country.
KOJO, THE “PROCEED ON LEAVE” IS ANOTHER WORD FOR I DO NOT WANT TO BE CHALLENGED. IT SHOULD NOT BE CONDONED AND THIS “PROCEED ON LEAVE” LEADS TO MORE CORRUPTION.
Joy i must be honest with you that you are doing well. But one of problems i have with your station, some pronouncements, many of us depend so much on your station, but when issues come up and you pass certain comments or prejudge the subjects involved it is sometimes very bad.
You were told that and amount was spent by the transitional team and the main focus of your presentation and comments pass by Ato, is on tea.
The chief of the air waves, the Boss player who is now on BBC, set a road map please follow it. if you want to pass a comment on something please try and research and come up with points. Joy u are following the footsteps of other cheap station, i must say i am not happy please back. it is the duty of the presenter and the producers to find out about the right of people and educate their listeners.
rather you create the environment for misinforming the people, one of the things about radio was to educate and entertain but are becoming very unprofessional.
Joy FM, there is a saying that sometime when you are on top, you become untouchable and think that everything you do is right.
Your newspaper review has become a comedian platform for Ato, whatever the papers wrote about is a story, and u have a serious people listening to your network, please tell him to reserve his jokes for his web page and say things that reflect the true image of Joy 99.7. back in the days of Komla and Sonny Deka.
thank you.
it is hard hearing this , that some children of other African countries are doing better in creative thinking than Ghanaian children .yes it is and we should find solution to it. you what Kojo Ghanaians are the smartest in finding a problem but are least in finding a remedy to that problem pertaining. Amid the falling standard of education in Ghana less attention has been brought to it. Our stakeholders find time to draw education reforms and but yet still there is no change . As at now we don’t vividly know the number of years one should spend in the secondary school. To me it is not the number of years that can make an impact but the content of the syllabus and the needed materials . The introduction of I C T at the junoir is one of the best ways to upbring a student to meet the needed ideas of living since we are in the global village but ask how many of these government schools have a single Pentium 1 computer. Do you think clicking and dragging is done by the mouth ,no it should be practical.
All schools should provided with basic materials and tools to facilitate easy learning.
You try and invite one school child at your studio one and hear the sort of trauma and pain they go before making grade A.

Have a specific time for children education on your and not always politics.
when have we heard that a top official has been sacked outright for doing something wrong. they are told to proceed on leave.some are paide whiles they are on this leave with our taxes.so we pay for incompetence.why do Ghanaians like going round the bend on certain matters..we seem always to be afraid of being implicated in some of the bad stuff we know we do so going all out to fire people in high places for incompetence is a problem for us. like K.S.M said once..we don’t reward those who do the right thing.
