Perennial floods:are there any longterm solutions?

The incessant rainfall over the past few weeks has seriously flooded some parts of the country . Every year this happens -the rains come along with floods.

When the floods come in  drains are choked and people are killed ,property is destroyed and our roads are terrible.  how do we solve this problem of floods in the country? Do we wait and provide relief to flood victims, fill pot holes and desilt some choked drains after the floods?

Not that these solutions are not good enough but what can be done in anticipation of such disasters? What is the way forward?

    the long term solutions are as follows:
    Critical drainage facilities should be constructed
    Development planning laws should be implemented to the letter without political interferance
    Public needs education on waste disposal
    District Assemblies should be well positioned to play their roles properly.
